DFF checkbox values are not getting defaulted with the given value.

I have created DFF to store manager response to disable employee access for different systems. DFF is having checkboxes which is attached to value set for Yes and No response. I was trying to default response as No at initial level. But it is not working.

When employee initiate resignation and manager receive bell notification. Manager is not able to see default DFF value as N.

Did anyone encountered the same issue.
