Update Offer Fields when Hiring Manager is updated on the requisition

Hi All,

I hope everyone would have come across the warning message when a requisition is updated with a new Hiring Manager, the system would ask if it should also update the fields on the requisition based on new Hiring Manager's assignment details. This works fine with the seeded role, but with custom role on Redwood this prompt never comes up. Is anybody else facing similar issue? Or does anyone know what controls this behavior?

We have an SR for this but very slow progress. We were asked to compare seeded role vs custom role, and we dont see much difference that may impact this feature. We were told to add few privileges (mentioned below) which we dont want to, but even after adding them this doesnt work.
