Add User option is disabled for a Custom HCM Data Role

Hi Experts,

We just created a custom HCM Data role in Security Console. However, the Add User option is disabled. We are unable to add this role

Please advise, if I'm missing anything here?

NOTE: It's a dummy role and does not have any privileges added
