Allow us to hide the Closed Permanently option when managing fiscal periods.

Use Case and Business Need (Required):

We would want to limit the ability for users to permanently close fiscal periods. We never want to close the fiscal period permanently so we still have the flexibility to add previous transactions that might have been missed in the respective periods. Also there could be a situation where a user accidentally closes the period permanently and to our understanding, this would require a database fix. If this is a process we would never want to allow, then we should be able to filter this option for all users.
