OTBI British Summer Time effecting dates in Payroll - Element Entries History Real Time

Summary: British Summer Time (GMT +1) is producing incorrect results from the date Prompt using Effective Start and End Dates. It is moving the dates forward by one day for those records that are processed between 2300 and 0000 of the previous day.
I have read the article for follow the steps in the support document https://support.us.oracle.com/oip/faces/secure/km/DocumentDisplay.jspx?id=2097586.1 to reflect the time zone to UTC +00 without changing the preferences in FA UI but unfortunately I do not get the options Display the Time Zone or Data Time Zone Offset so I cant change the time when selecting the Locale Date options under Data Format for the Effective Date columns.
