Attach Request Files for Approvers, Committers, and Notified Users: no file for notifications

Summary:

I have checked the box "Attach Request Files for Approvers, Committers, and Notified Users" in my system settings. As I understand it, notification workflow emails should now include an attachment of the request file. So far, I have not received any attachments on notifications.

The attachment comes through for requests I am invited to approve or collaborate on. It seems that the notify workflow just isn't sending the attachment.

Is this a known bug or is there a configuration setting I'm missing?
