Recruiter can't add assignee

Summary:

After 25C upgrade we are seeing that the recruiter can't add assignees to the approval process if the Hiring Manager creates the requisition.

We opened an Oracle SR and going through that process. They are not the not last approver.

One thing that looks different is the transaction says it was "Submitted by Enterprise Scheduler Job Application Identity for HCM". It used to have the recruiters name here.

I have not seen this before. Do Anyone know what it means? Are other people experiencing this?

Any help would be greatly appreciated.
