Seeking clarification on the required user context for running the Process Learning Records job.

Summary:
Previously, a terminated employee was used as the “Run As” user for several learning initiatives, and assignments were no longer processed after their termination. Once we updated the “Run As” user to an active member of the Learning team with a valid Person record, the assignments resumed correctly for 1 time but then it stopped automatically assigning again.
Can Oracle confirm:
- Does
Process Learning Records
need to be run by a user with a valid Person and Work Relationship record? - What are the minimum role and person attributes required for this user?
- Is there a recommended best practice for selecting the user account that should consistently run this process (e.g., a Learning Admin with an active assignment)?
