Resuse the same Shipment number in ASN, Once the ASN is cancelled

Summary:

Requirement is to reuse the same shipment # when creating ASNs. Once ASNs are created and is in Intransit-shipment due to various reasons like change in quantity, Business will cancel the exisitng the ASN and try to recreate the ASN with same Shipment# but we get error as below

You must enter a different number. There's already a shipment with number DEPE024-0271. (RCV-2445297)

Realistically we cannot change the ASN as it will cause the mismatches upon actual arival of shipments, So Business is trying to use the same Shipment # after it is cancelled. Is there a way we can use the same shipment # once the ASN is cancelled
