Layout Permissions error during migration

Summary:

We are migrating a process to QA environment with redwood as default the only UI layout. This is the first time migrating to QA in the instance.

We are getting error as :

 Addition of object (type 'Layout Permissions' - name '55737028') failed. Could not find user or group with name

We have created all user groups in the target environment. Morewver in the source environment we dont find any group with the id in the error.

We have opened all groups active/inactive and checked the id. Dont find any such group with that Id. Also checked admin log from last 5 mnths to check if there was a group with id ever created. Didnt find any.
