Setup Notifications for Rejected Purchase Requisitions (Email & Bell)

Summary:

Currently, when a purchase requisition is rejected in workflow, the end user does not receive any notification in the bell icon or by email.

We would like to set this up so that when a requisition is rejected:

-- The end user receives an email notification

-- The end user also receives a bell notification
