Segregation of Duties in Create Accounting (Draft vs Post Privileges)

Need to separate privileges so employees can only Draft while managers can Draft and Post.

The business requires segregation of duties in the Create Accounting process from Cash Management.
Specifically:
- Employees should only have the ability to create accounting entries in Draft mode.
- Managers should have the ability to create accounting entries in both Draft and Final (Post) modes.
Currently, the system does not provide a clear separation of privileges between Draft and Post modes.This results in employees being able to post final entries, which does not align with the required control and approval process.
