After refresh business rules not reflected correctly in redwood pages

We have changes sitting in VBS that are not published to production but published to the main branch in TEST instance. When we received a refresh from production to TEST instance, we can see the business rules in VBS but the rules are not reflected in the redwood UI. Any advice?

When we go into the rule an "redo" the changes they show fine, but it is a lot of work to do everything again.
