Outage for Import Oracle Fusion Data Extensions for Transactional Business Intelligence?

On the documentation page discussing importing DFF fields using Import Oracle Fusion Data Extensions for Transactional Business Intelligence it mentions "Running the process disconnects all users from the server. You should not run this process when maintenance operations or system updates are being performed on the server." see the page Overview of Flexfield Change Import

Does this mean during the time this process is running no one can access reporting and/or no one can run reports? We are trying to decide if this is going to cause a reporting outage. The part that gives the most concern is "disconnects all users from the server".
