Fields still display after publishing but when hit refresh page it hides the fields

Summary:

We have hidden TIN Type and Number under New Contact under Family and Emergency Contacts. It is showing in the "Live" as hidden, we have published the changes and the package and deploy were both successful. However, when we log into our test environment the fields display but when you click the refresh button on the web browser the fields go away. What do we need to do to fix this so that when someone logs in to create a new contact that does not happen.
