Send reminder to all learners for a new course in the catalog

Summary:

Is it feasible to send a notification to all learners in the system that points to a newly added course in the catalog?

The purpose of the notification is to remind the learners to enroll in the said course. Based on experience, learning resource alerts can be used for existing learning assignments/records. Haven't had one where there is no learning record involved, just a learning item.
