Redwood Local and Global Transfer - Validation rules not working in Performance page

Summary: We enabled Redwood Local and Global Transfer page and we enabled Performance Goals and Document section. In this section we marked the section and Fields as "Required". Though we marked the fields as Required, in the front end it is not showing as required field. We also tried Validation rules to pop up an error message for the Review Period Field, that is also not working. Is anyone facing the similar issue, please help us in providing the solution for this issue.

Condition: If Review Period is null then Error msg should be displayed. - This Validation is not working
