When the requester files a PR in the Enter Requisition Line,the default charge account is not update

The default expense account is already updated. However, when the requester files a PR in the Enter Requisition Line, the default charge account is not updated.

Example:

Default Expense Account: 1081-PH8003606-530000012-0000000-0000-000-000

But the Requisition Charge Account defaulted: 1081-PH8003606-139238004-0000000-0000-000-000
