Restrict Rejected by Employer or Withdrawn by Candidate states to collaborators based on condition.

Summary:

Dear Oracle Team,
Under Candidate Selection Process Configuration Page, system as defined two states that are mandatory and can't be renamed or deleted.I have created few Phases and States respective to Client requirement. Here, client doesn't want to allow the collaborator/recruiter to have access to Rejected by Employer or Withdrawn by Candidate. To restrict the users, what condition need to add or develop so that they won't be able to see on the Move Candidate page.
