Download the certificate of completion only if the final learning assessment has been passed

Hi all,

we're developing the learning module for an FSI client. We have enabled the functionality that allows the learner to download the completion certificate of a course and/or specialization. We noticed, however, that the learner has the option of downloading the certificate even of he/she took a learning assessment at the end of the course without passing it.

How can this rule be changed?
