Need to trigger a Notification to HR specialist who are having Recruiting roles only

Summary:

We need to trigger a notification to HR Specialists who hold the Recruiter role once a Job Requisition is submitted by the Hiring Manager and approved by the Line Manager.

Current Challenge:
Some HR Specialists do not have the Recruiter role. If we enable notifications for all HR Specialists, those without the Recruiter role will also receive the notification—which is not desired.

If we configure notifications only for users with the Recruiter role, we face another issue: there is no AOR (Area of Responsibility) distinction between Hourly and Salaried Recruiters. As a result, notifications would go to both groups, even if only one is relevant.
