Restrict access to variables card in EPBCS

We are trying to restrict our "power users" from accessing the "Variable" part of our EPBCS application. we are trying to hide the "variables" card from navigation flow. but the Variables card is greyed out and unable to un-check in the navigation flow(tools>variables) even for the "application owner" defined in the application settings.
