Question regarding the "Inventory Rebalancing" logic in Replenishment Planning

Content (please ensure you mask any confidential information):

Currently, in the Inventory Rebalancing process, the quantity calculated as "Initial Shortage for Rebalancing" is transferred from locations that hold excess inventory (Initial Excess for Rebalancing). The requirement is that if a location’s available quantity "Initial Excess for Rebalancing" exceeds its defined Max level, then system should recommend transferring not only the quantity needed to cover the "Initial Shortage for Rebalancing" , but also any additional quantity above the Max level at the excess location. This ensures that excess stock beyond the maximum threshold is included in the transfer process.
