Skipping OIC 25.08 means MTOM support for SOAP adapters will also be skipped?

Per earlier comms we received, enabling MTOM for SOAP adapters were mandated in OIC 25.08.

Since Oracle has decided to skip OIC 25.08 update, there is no need to configure MTOM for SOAP adapters?
