OTBI analysis is empty but initiative has not withdrawn learners

Summary:
We have a learning initiative that's supposed to assign and withdraw learners based on an otbi analysis.
The analysis is listing the correct set of users, but recently the parameters in the analysis saw the number of users drop to zero.
This is correct - at present there should be nobody assigned to the course. In the future more users will be assigned.
It's only ever a handful of users who get assigned to this particular course (less than 20), but it was working until the number of users dropped to zero.
The analysis is correct (ie. no listed users), but the initiative has not withdrawn the previous assignments.
