'Billing Information' & 'Project Costing' sections should relocate and display in the First window

Summary:

Simply i want to relocate the 'Billing Information' and 'Project Costing' sections in the same/first window of New Requisition Line form, near or before the 'Notes' section. 

but redwood ui we need to follow additional steps: 'Create   & Continue' -> 'Billing' -> select 'Edit' go to billing section then display new window with 'Project Costing' details form. 

 To avoid above steps  'Project Costing' section should display in first Form before the 'Notes' section.
