Does anybody know how to take away the privilige from learners to report issue with a course?

Summary:

Our learners use the "Report Issue" button to notify us about technical problems with courses. As a course creator, I then receive a message that the course was reported, but without information on who reported it and how. Actually, our learners are supposed to use the helpdesk function for this anyway. Therefore, I would prefer if someone could tell me how to remove this button using the roles and permissions functions.
