How to restrict recruiter from canceling a job requisition?

Summary:

We have an audit requirement to restrict users from canceling the job requisition without proper approvals. Since there are no approvals available, we were looking for an option to either remove a privilege or hide cancel option via VB studio. Unfortunately, we didn't find any working option. If anyone came across such scenario and have a workaround solution, then kindly share.
