Is Profile option for Tax Withholding automatically enabled?

According to Oracle doc 1, the profile option ORA_HRX_US_TAXWITHHOLDING_VBCS_ENABLED is automatically enabled in 24C but in another documentation, the default value is No. We have confirmed that this profile option was automatically enabled in 24C but when we just noticed that it's now disabled.
