import management for contract bill plan

Summary:

I'm trying to upload bill plans using the Import Management CSV file, with the billing method set to "Cost Reimbursable Invoice." I've entered "Raw Cost" in both the LaborBillBasisCode and NlBillBasisCode columns. However, I'm still encountering the following error:

"The value of the attribute LaborBillBasisCode isn't valid. The value of the attribute NlBillBasisCode isn't valid."
