How do I add a privilege to a role in Oracle Fusion

Whether a privilege is added to a Job Role or a Data Role ?

Because even if we edit a Data Role through Security Console, it still allows to Add Roles / Privileges on the 4th train Stop.

Also please advise on what are compulsory processes to be run after adding privileges to a Data Role or a Job Role ?

When we ask Oracle support, they call it as consulting question and asked us to check in CCC.

Please help.
