Contact Info > Phone Details > Country field is not auto populating for certain countries

The Country field is not auto populating for Germany and Spain and is populating for other countries. The configuration done through Setup and Maintenance > Manage Geographies is same as that of the countries for which the field is auto populating (US, Canada, etc). It is also auto populating for some users of Germany and no users of Spain.

We would like to understand which information or field determines the auto-population of the Country field on the Contact Info page.
