Need help writing a rule in Visual Builder on Request a New Position and Request a Position Change

We had an ACR in HCM Design Studio that would throw an error message if the manager chose a department that started with PROJ as the first 4 characters in the department name. I am struggling with how to create this same validation in Visual Builder and hoping someone can assist me.
