Is Item substitution allowed for Quick ship method in Transfer order shipment?

We have the option to substitue items on transfer order and the substitution can be done during pick release. But, let says if I am doing a quick ship (by skipping pick release and pick confirmation), will we still be able to utilize the item substitution option on transfer orders?
