Date formats are coming different in action and commerce library functions

We are getting the date format as "YYYY-MM-DD" for create date and system date in Commerce library function and it is coming as "mm/dd/yyyy" in Commerce action and we are unable to convert the date in one specific format.

Is this the expected behavior? If this is the expected behavior then can we check the format before converting the date to specific format
