Purchase Agreement status is Incomplete with an error.

Error: The purchasing site <value> specified on the business unit assignment isn't valid.

However, the purchasing site is valid, and it is being used on another purchase agreement with the same supplier. So we have two purchase agreements with the same supplier, same site, and same BU, but one is throwing an error for the site.

Any suggestions are appreciated.
