Some users get Address block search in Redwood contact info

Summary:

some of our users see the Address block search in contact info when they go to change their address, and because we're in the UK and it's not set up they are unable to enter their new address. It only happens with some users - not all - so guess its a privilege somewhere that is needed or needs to be removed.
