Unable to see next approvers on ORC related transaction via Transaction Console

We have a custom role created for business users which gives access to transaction console and can view the ORC related transactions. Transaction security has been applied for ORC txns. User can see transactions submitted by other users and their own. They can see the next approvers for the txn where they are involved as one of the approvers, but they cant view the approvers for other transactions.

The custom role was given access with - Review HCM Approval Transactions as Business User.

I added access to Review HCM Approval Transactions as Administrator role and View Administration Link but nothing changed.
