Add user as resource for grants creation

Summary: Hi There,

Oracle documentation indicate that user creating grants must be define as resource. To add resource, main menu >Identify Resources then search for user and add it. We don't see menu option Identify Resources option.

We use following approach and it worked.

1. Defined user added appropriate roles. This user is a service account.
2. create contingent worker associate with user.
3. For worker record add Resource Role Contract Administrator.

My question is adding resource role a must step.
