Area of Responsibility - Global Transfers or Inactive Assignments

We have encountered an issue where employees that have been transferred to another Department or have been made inactive (ex-employee) still have access to data based on their previous Areas of Responsibility, and for inactive ex-employees the Area of Responsibility is still active.

In order to stop this the Area of Responsibility has to be manually end dated.

Is this expected behaviour? I would have expected, especially for ex-employee, the Area of Responsibility would be end-dated automatically.
