inconsistency with the Synchronize from Position button in the Redwood Position Override section

Hello experts,

While doing Local and Global Transfer, the "Synchronize from Position" button can be disabled sometimes as you see below:

And to other users, this is read only:

The Allow override assignment is enabled in the enterprise level, so why is it that it's not consistent to be editable for all employees?
