Unable to write a validation rule on "Proposed Action" field through VBS on Create/Edit offer Page

Summary: We have a an existing Autocomplete: Object Validation Rule where upon selection of a specific Action in create/edit offer page, the error message should be popped up. The object validation rule is not working on redwood create/edit offer page.

Also, we tried passing the Proposed action type, Proposed Action code, Proposed action ID but none of them are working in VBS to display the error message.
