'New Role' Statement

Is there a way to generate a statement when an employee is put into a new role outside of the requisition process?

We are looking for a way to generate some sort of statement when we do an internal promotion outside of the recruiting process. For example - an Accountant is promoted to Senior Accountant. We'd like to say "Congrats! Here's your new role, new rate of pay, etc". Is there a way to create some sort of statement on this even though this wasn't done via the recruiting/offer process?
