BegBalance is editable on a closed year?

We have a form with BegBalance and Lvl0Descendants(YearTotal) for current year and next year. When this form is set to AOP scenario, the current year is not an open year for that scenario. All of the descendants of YearTotal are read only as expected, but BegBalance is still editable. Logically, if a year is not editable, nothing should be editable for that year so why would BegBalance? Oracle is saying this is expected but this makes no sense. How do I fix this without having to add another force read only rule to the
