When a buyer creates a direct PO, the status of the PO post submission remains as Incomplete

A buyer is trying to create a PO on the Redwood page. But when they submit a PO, the status remain as Incomplete even after submission. Only after a minute the status changes to Pending Approval. This is happening only after 25C enablement.

Could somebody help on this behaviour and why this is happening?
