Offers Tab Missing in Recruiting Activity Center in Lower Environments – Visible in Prod

Summary:

We’re encountering an issue where the "Offers Tab" is missing in the Recruiting Activity Center in both our Test and Staging environments, while it is visible in Production.
We have enabled the 25C Redwood Experience feature to configure navigation tabs using Visual Builder Studio. The configuration allows us to display/hide tabs and set their order. The Offers tab is enabled and properly ordered in VBS.

Despite this, the tab is not showing up in Test and Staging. Attached screenshots for reference.

Are there additional steps or settings we might be missing? Please advise. Thanks in advance!
