System is creating two contracts – one under "Contract Terms" and another after the Award process. Our requirement is to generate only one contract after the Award process. We do not require any contract creation before the Award.

Detailed Description:
Currently, in our Oracle Fusion environment, we are observing that two contracts are being generated during the sourcing and procurement flow:
- One contract is created under Contract Terms (before Award).
- A second contract is created automatically after the Award process.
However, as per our business requirement, only one contract should be created
