How Candidate Numbering Sequence Working

Hello Team,

I searched about candidate numbering and found its automatic only and can't be manual

But my question is how the sequence for candidate numbering working

i find candidate submitted to requestion with the number > 1006

And the next candidate on different requestion but with number > 4002

can it be defined as a sequence that start with 1 , like the requestion?
