Item xxxx isn't eligible for a transfer supply request

I have two items to transfer from one org X to org Y. Both items are set up identically except for the item number and description. One item I can create a Transfer Order and the other gets the error "isn't eligible for a transfer request. It says to make sure the item has the following attributes enabled: Stocked, Transaction Enabled, Internally Transferrable, and Transfer Orders Enabled. Those are the same on both items.
