Defined the FTE is 0 and Head count is 1, while hiring thru ORC Recruiting system giving below error

Summary:

You can't select this position because it doesn't have enough vacant FTE nor an open headcount. (PER-1532359)

But we defined the Position with Single incumbent and head count is 1 and FTE 0, while hiring the candidate system not allowing to hire and giving above error. pls suggest some leads how to resolve
